Can I pay in just pennies?

Today I got a parking ticket at school for not having a parking permit. I just got my car back yesterday from the shop so I was unable to register due to the fact I needed a copy of my insurance. I talked to them but they still say I have to pay. Would they be required to accept ten dollars in pennies? What if they ask me to count it? It is a public school if that would make any difference.
