"Acts and Statutes are not Laws"?

On a number of occasions I've heard people say that Acts and Statutes are not Laws and that they need consent or something. (This is in the UK) If this is true, can somebody please explain to me how Acts and Statutes are not Laws, what they really are, what their purpose is and how they work? I'm very curious.
