Wife is 3ish weeks pregnant, spotting, and hurts to pee?

Should we be worried? More details: We just got confirmation a couple days ago that she is pregnant, the doctor predicts 3 weeks along. My wife told me today she had some light spotting which we have researched is not something to be worried about unless accompanied with pain. She does have pain but it's definitely related to peeing, she states it burns and feels like a UTI but the tests all came back negative for any infection. We called the midwive's office but we have only been able to leave messages so far... Should we be worried, is this normal??... Thanks
