Why do ethnic minorities use the race card when ever they can?

i was watching this show called "traffic wardens" it was a slow that basically go's around showing traffic wardens doing their job. they was this arab guy' who parked on double yellow lines. (it's illegal to do so in the UK) his response "This is racist, all asians are gonna rise up" just because they guy cant abey the law like everybody else. he thinks all asian people are gonna rise up? why?
