Make a Sharknado costume with a shark costume and fake spider web?

So I have a shark costume where the shark is eating someone and the legs are sticking out of the mouth and I told people I would dress up as a Sharknado for Halloween. I was thinking I could use the fake spider webs people use around their door to make it look spooky or whatever, and then wrap it around the shark costume at an angle so it looks like a tornado of some sort. How do I get the spider webs to stick to costume and will I achieve this or am I wrong that it the spider webs would get the look of a tornado. Also, how many packages of spider webs do you think I will need. If you don't think this will work, what could I use instead of spider webs to get the tornado type look?
