When can I start the Missionary Process? LDS?

I understand you have to hand your papers in 120 days before your abalibillity date but when do I approach people about wanting to serve a mission. I'm 16 and the only member of the church in my family so I'm finding it difficult to get the money. What are ally het hints I can do?
