help please iphone 4s shut down and says it charging but wont turn back on?

please help me my phone turned off beacuse of battery then i plunged it back in iv been waiting for it to turn back on but it stays at the changing screen if i unplug it says plug in etc. but it wont turn on i need help im panicking my parents cant know and i cant take it to the apple store and i have no money im like a nervous wreck omg please some one help me specs of phone -verizon -iphone 4s ~~~~~~~~
