I found an actor how do I get a pic with him?

I took my little bro trick or treating and when we were going one guy I saw was an actor from my favorite show ( sal vulcano impractical jokers) I went to his house twice already just to make sure it was him. I asked for a pic with him but he said he didn't want me to invade his personal life. How can I convince him to take a picture with me
