How to tell a girl you like her?

Well, obviously, I really like this girl, we are best friends and last year I told her I told her i liked her but I was turned down. Its been over a year and we remain best friends and she is single and i realized I really liked her again. I feel like she knows i do but im not sure. I have attempted to tell her before but i always chicken out. How do I do it?? I have tried about 8 times in person. should i do it over text??
