My 6 year old German Shepard pants/breathes extremely heavy and rapid all the time, is this normal?

About a month ago I rescued a 6 year old white German Shepard from the local SPCA and he is an amazing dog. No history of abuse or anything, but he pants and breathes extremely hard, like he is sighing over and over again. Is this something serious?
