Water damaged walls in apartment chronic problem?

There's chronic water damage in one of my bedrooms. I'm living with a shut-in and she's very avoidant to get help because the room has been repaired before and it keeps getting water damage when we have lots of storms. It's a corner room and a corner wall that's affected and now another outside wall too. We rent and it's a coop. So they aren't so keen on us and probably want us out. We're one of the few remaining rentals and we've been here since the building was built in 1958. They did pointing on the whole outside wall on the bricks and still it's even worse after this. What is the real problem here structurally? They mold and plaster over it and it just cracks and comes down and gets moldy and starts all over again.
