Windows 8.1 Background Not Changing?

I have gotten Windows 8.1 Pro and activated it onto my computer. I put a picture for my background and saved it for a theme, but now I have 2 new pictures that I want to put both on. The feature is there and it says its working, but it doesn't change. I did exactly this: 1) Right click desktop. 2) Click 'Personalize' 3) Click 'Desktop Background' 4) Select 2 or more photos. 5) Change the 'Change picture every' option to custom amount (5 Minutes) 6) Click 'Save Changes' 7) Save theme. It doesn't work at all :P Please Help!
