Is there anyway to convert Blu Rays into normal DVD's?

I got this movie, 'Limited Edition Steelbook, Stars Wars; Phantom Menace'. the thing is, on the front of the DVD they didn't say anything about it being Blu Ray, and I usually use my DVD's on my computer. Is it even legal to make Blu Rays into regular DVD's? I would really love not to have to get a Blu Ray drive for my computer.
