Is it cruel to repeatedly regime a cat?

So my sister fostered a rescue till it made a full recovery. I agreed to take the cat off her hands but the cats medical problems are starting to mount and I'm not sure I can continue to adequately care for the cat. Would it be cruel to rehouse the cat for the third time in less than six months?
