Why isn't Reagan on a coin, like John F. Kennedy is? Kennedy didn't do anything, except get shot?

He was only President for like 2-1/2 years, he was slapped around by the Soviets and the Cubans, he was a pervert, etc. Why is his stupid face on a coin, but not Reagan?
