Leaves for Mulch? Please Help?

So I bought plants to put at my boyfriend's house and he decided to make a huge planter for them. He decided to put some leaves in there before we lay soil. Is this okay? F.Y.I What I raked up that he dumped in there: cigarette buds dried up leaves with holes dead weeds Someone please tell me there is something wrong there.
