Is Goguryeo a Chinese Regional Government or an ancient Korean state?

All of my Chinese friends agreed that Goguryeo is Chinese regional government in ancient time. But all of my Korean friends believes that Goguryeo was an ancient Korean kingdom. Who is right on this question? Chinese or Korean?
