Dark circles surgery in the west coast; preferablly las vegas, nevada?

I have ugly eyes with dark circles all around them from my eye lids to my under eyes., It looks terrible.I will kill myself if i dont find a solution to fix this.. im dark complected and thats why its difficult to correct. but is there some sort of surgery to correct my eyes or make the dark circles unnoticeable? i think its ludicrous that there isnt a way to correct this for dark complected skin,
