who could be considered a 3rd party advertiser?

if a website says something like "we don't share information with a 3rd party advertiser" who is considered a 3rd party advertiser? if the site is the primary party than would that make everyone else even the members on the site a 3rd party? And if they are advertising the site would that not make them a advertiser?
