This guy says he loves me?

I have an internet friend who is muslim and he's been talking to me for about 2 weeks. He says he loves me but like a brother. Its a bit weird? He's a nice guy though. Doesnt seem creepy but why would he say he loves me like a brother, he hardly knows me. He doesnt talk to girls in his country though because of tradition and arranged marriages.
