Would re-circulating ions constantly create stronger wind?

Ok so i was reading about the biefeld brown effect and i saw the sketches of the canopy electrode saucer and i was wondering would the constant re-circulation of these ions continuously pull in neutral air molecules? And if so, if we could increase the speed of this circulation couldn't that increase the amount of wind thrust being generated? I just thought i would ask thanks.
