How many fish can I comfortabley keep in a 20 litre tank?

I have one reticulate loach at the moment he did have a mate but he must have jumped out the tank so now I have to fix the lid and buy him another mate! How many fish could comfortabley fit in my 20 litre tank with my two loaches? Or should I just keep the two loaches and nothing else? Thanks :)
