If you are terminated without cause, can the employer stop you from getting unemployment insurance in Canada?

The letter says without cause, the "Release" says I further confirm and warrant that in the time period since my employment with the company concluded, I have neither applied for nor received Employment Insurance. Does this mean, if I sign and get the severance I cannot apply for and get unemployment insurance?
