Do you think the city of Chicago is to blame for the struggles of the White Sox and Cubs?

It's not unusual to have both of Chicago's baseball struggling, but I happen to think the city of Chicago might be at fault for not having enough fan support behind their teams. They're constantly losing baseball games every day, and sports fan in Chicago are getting a little tired of it. Do you think the city of Chicago's to blame for the White Sox and Cubs' struggles, or are the players to blame for their poor performances?
