How old to dye hair?! Plz help me out with daughter probs?

My 10yr old daughter thinks she's 14 and has beautiful platinum blonde hair, but hates, it. She wants ohmbre with light brown on bottom. She has shoulder length hair that's cork screws, but takes 2 hours a day to straighten it. Should I let her?
