The film tekkonkinkreet?

I just watched the film and I didn't understand quite what was going on this boy taking on gangsters and stuff and saying the town was his other than that I had no idea what was going on would you be able explain the film and what happened toward the end were black was saved by someone like who is it and what the vision or whatever it was actually happened
