I need help making this card?!?

So my cousin is turning 18 and I need to make a card! All I have is some coloured paper and a picture of him when he was 18 months.I was thinking I could make like a collage thing with pictures and other things stuck on, what do you think? Also size doesn't matter and other suggestions would help:)
