Can a white girl and a Pakistan guy have a blue eyed baby?

I'm dating someone from Pakistan and I know the way genetics are and how blue eyes and blonde hair along with light skin are all recessive traits and his darker traits are more likely to be shown if we had children, but yesterday I was out in Chicago and I saw a family and the mother was white with dark blonde hair and blue eyes and the "father (I presume of all the children, but it's not certain) was dark-ish skinned like a middle eastern with black-brown eyes and block hair. They had three children two were a tan color and had dark eyes and light brown hair but the youngest of the three had blue eyes and a dirty blonde hair color so it made me question whether we were able to have a blue eyes child or not.
