Is it true that tea tree is poisonous?

I followed a home recipe for flyspray and mixed (5 ml) citronella with (5 ml) tea tree, (500 ml) water and (2 dl) oil. It worked OK last summer, but I've now heard that tea tree can be highly toxic to horses and I should avoid it. Does anyone know what the real deal is? Hearsay only goes so far!
