How easy is to clear MCI screening test in India?

This guy failed to clear the premedical test in India and so he didn't get admission in any medical college. Now he had moved to Ukraine and without any premedical test he got admission there. Will he be able to practice in India? We don't need poorly qualified doctors. how can we trust on them? they don't have enough knowledge to clear our premedical test and now they are going to get degree from other country.
