Where to live in Sacramento, CA? Also how is public transportation?

I'm in my early 20s and have a job at the hospital. I was wondering what the best place to live at? IE: is there a main street that has a lot of restaurants, bars, etc? Is there a place all the UC Davis college students live? Also debating weather to get a car or not. How is the public transportation?
