will African countries ever develop or will they always remain corrupt & third world?

they all have independence and European colonialism ended long ago, yet none have made any progress, they're languishing in poverty, rifle with government corruption & dependent on charity from richer countries. the only African country that was doing well was South Africa, but that all changed after left wing hero Nelson Mandela took charge and turned the tables after the apartheid, it then regressed. some African countries are rich in natural resources, why have they not utilised this?
