what should I do? buy a new battery?

I bought a Samsung galaxy 4 in July. A few days ago my phone and the battery started to get hot when I charge it. When I charge it the power goes down instead of up. I do no know what to do. The phones gets hot in a matter of seconds after I put it on the charger. My phone is at 2 % and it was 22% yesterday.
