How do i get a m1 PERMIT if I am UNDER 18 years old.?

I currently don't have a ID or a drivers license/ drivers permit. I also have not done any exams or drivers ed/training. Also i just want to know what i need for the PERMIT not the license yet. Please don't quote the dmv because it seems like the requirements change when i click on different links from the dmv requirements.
