are you affected by the blocking of tubeplus.me?

I usually go to this website once a week on average to find interesting things to watch. Last night I went there and discovered this message - Error - site blocked. On Googling it appears that this website has been blocked in the UK as a result of a high court order on the grounds of piracy. I was curious to know whether the block applies to people outside the UK in countries like the US and Australia. I can access the website through a proxy, but its so slow that its pointless. I am also curious to know whether this issue only affects customers of BT, Virgin, Sky and the other big companies. For example if you are on a small ISP - is the website blocked for you? Even opendns fails to get to the website which means that the IP address itself has to be blocked.
