What should I do about my meth growing, marijuana snorting neighbor since the police do nothing?

I think my neighbor is growing meth in his backyard. I also think he is snorting marijuana because every time I see him he has the sniffles. I called the police and they did not even do anything. Should I sneak over when they are gone at work and dig up and burn the meth plants myself?
