In Toonboom Harmony, how do you peg two layers that aren t consecutive?

For example, if I want the shoulder to be behind the torso but the arm (another layer) that is connected to the shoulder should be placed above the torso layer so as to move it on top of the torso. How do I do this? I have Harmony Essentials. Should I upgrade?
