What do i do if my computer wont let me download certain files?

when i try to download certain files (more like most but whatever) it wont open the file after downloading it will download for me to install but when i click the download file it wont do anything theres no error message no nothing! i even tried double clicking i clicked for 30 minutes nothing happend and the command prompt and note pad or whatever aint helping can somebody please help???????
