I want my dog back but he got specail needs?

Hi I have a dog and kitten that I rasied and I want them both back my ex never takes them to the vets or takes them for walks he lives the dog on the chain all the time for the dog and kitten are in my nameis on the paper work in vets office and the town office and I just dont know where to go from here if ant one has a sugestion plz I could use your help
