Is 7mbps DSL the same as 7mbps Fiber optics?

Hi, a rated 7mbps through a DSL line into your home should be the same data rate as rated 7 mbps through fiber optics, right? Century link is trying to tell me that 7mpbs is faster cause they have fiber optics... but 7 is 7, right?
