how can i kill a big tree completely with root ?

my father cutted a big tree's trunk which was damaging our house and now it is 1 foot long trunk but very thick and it grows in every month with small leafs and it creates the dust my father is very lazy and not killing it the tree is in our house and i want to stop its leafs from growing what can i do ?????????????????????????????????????????
