escaping to a better home?

So I have a 22 year old friend, and her life is show hard. She lives with her mother and sister in a city outside Chicago. They live in a rented house and my friend works like 50 hours a week. She had to leave college because she didn't have enough money, and she has been stuck in this rut for years now. She pays for food, rent, electricity, etc. She makes more money than her mother, who is just a waitress. My friend really wants to get out and move on in life, but she doesn't know HOW to, since she is constantly spending money on bills. What should she do? I feel really bad because she is a great person..
