How does instate/out of state tuition work?

I have a question. My dad lives in the state of Wisconsin and my mom lives in the state of Mississippi. I live in Mississippi with my mom. I had her on my Fafsa for 2013/2014 school year. If i put my dad on the 2014/2015 fafsa, will i be able to get in state tuition for the state of wisconsin. I am a dependent student and my dad receives disability? Note: my dad had lived in Wisconsin for 15+ years and my mom lived in Mississippi forever.
