Which part of Delaware should I consider buying a house in?

I am thinking about purchasing a place to live in northern Delaware, so that I can easily commute to Philadelphia. My price range is $90,000 (it is a firm price range and that is my absolute max, since that's all I can afford). I heard that Delaware is a cheap state to live in, and it's commutable to Philadelphia, which makes it pretty attractive. I know I'm not going to get a single family home with a 2 car garage and 1800 sq ft for that price. I am just looking for a town house in decent condition that is not in a dangerous area. What areas should I consider looking at? So far, I am considering Claymont (right at the tip of Delaware) and Elsmere (suburb of Wilmington). I would really appreciate some help. Thanks in advance.
