Affordable Care Act question:?

My sister took her daughter to the doctor for an illness & for a routine yearly exam. The receptionist told my sister that due to Obamacare her daughter could not be seen for both an exam and an illness, she'd have to reschedule the exam. My niece is covered under AllKids. I was wondering if there was any truth to this since much of the ACA has yet to be implemented? Please, I respectfully ask that if you don't know the answer to this question don't leave a response. I realize people have strong feelings about the ACA but the truth is very few people have even the most basic understanding of it. Thank you in advance.
