Counter Strike GO maps won't rotate/cycle?

When playing Counter Strike Global Offense offline with bots, the maps will not cycle in server. For example, I choose to play de_dust and when the round limit is reached, it restarts the game on de_dust. How can I change it so at the end of the round limit in changes maps? This used to work but recently stopped working. I have tried voting for a new map in game....doesnt work
