How do I make my section 8 tenant to leave?

I have a section 8 tenant whose lease is up in December. I gave her a two month notice that ends November 1st. She is telling me she will not be out until after and is delaying the process on purpose. What legal actions will I have to take? What's my next step if I want to avoid legal action?
