What is going on with him?

He snapchats me, texts off an on, likes all my pictures online but when I told him we should hang out he hasn't talked to me since. We used to talk all day and now it's like rarely but just recently he texted me and seemed like he wanted to hang out so I told him that we should hang out and he won't talk to me now.
