Why youtube doesn't show high quality video in my phone ?

I'm using walton h2 . its a good android with 4.2.1 . it can run all kinds of videos including MKV and DAT . but problem is , when u use youtube to watch something it turns everything into either 3gp or mp4 quality . please help . how do i change it or improve it ?
