Why did I stop growing?

I will never get the chance to be tall... I'm 16 and only 5"0 my doctor said I'm fully grown and have a weird bone growth deficiency. Based on my charts I was supposed to be 5"8 and would have been happy with that. Can someone please tell me what happened? And I'f there is a way I can get taller? It affects my everyday life and I'm sick of people bullying me about it?
